President Joe Biden aims to prove to the world this week that the U.S. has rejoined the international fight against climate change by vowing cuts in greenhouse gas emissions that are both ambitious and achievable.
Whether those cuts will be either ambitious enough to reassure skeptical allies or achievable given myriad domestic obstacles is far from a sure thing.
The Biden administration is expected to unveil the countryâs new pledge under the Paris climate agreement, known as a nationally determined contribution, before the international climate summit set to begin this Thursday. Heâll have to overcome the major trust deficit run up by former President Donald Trump, who withdrew from the Paris agreement and dismantled domestic policies key to driving the countryâs promised emissions cuts. The past four years revealed how tenuous pledges of U.S government action can be.

(Bloomberg) Russian authorities decided to move opposition leader Alexey Navalny to a prison hospital after allies warned his health was failing amid a hunger strike and the U.S. threatened the Kremlin with unspecified “consequences” if he dies.
Navalny is in “satisfactory condition,” the local branch of the Federal Penitentiary Service said in a website statement Monday. He agreed to “vitamin therapy” and is getting daily examinations from a doctor, it said.

Authorities will make Twitter run more slowly on all mobile devices and on half of desktop computers, internet watchdog Roskomnadzor said in a statement Wednesday. It said access could be blocked altogether if Twitter doesn’t remove the banned content.
The move came a day after the regulator announced lawsuits against Twitter and four other social-media companies for not deleting posts about last month’s nationwide protests over the jailing of opposition leader Alexei Navalny.
“No one has any desire to block anything, but these measures are justified to force these companies to comply with our laws,” Kremlin spokesman Dmitry Peskov said on a conference call with journalists. The slowdown only affects photos and video content and not text, Tass news service reported, citing Roskomnadzor deputy head Vadim Subbotin.
