RICHMOND, Va. (CN) After Josh Grose died in the South Carolina jail where he was being held on a 2013 murder charge, a spokesman for the York County Sheriff’s Department quickly assured the public that it had been a suicide.
But Michael Billioni, an employee at the detention center, saw a video that painted a different picture.
“The video showed Detention Officer James Moore punch a naked and restrained detainee twelve times while other officers in the room did nothing to stop him,” Billioni said in a brief to the Fourth Circuit last year.

RICHMOND, Va. (CN) Nonunion Maryland public school teachers are not owed refunds for fees paid to public sector teachers’ unions, the Fourth Circuit ruled Monday.
Maryland teachers Ruth Akers and Sharon Moesel filed a class action against four teachers’ unions, Baltimore County Public Schools and several state officials in 2018 over fees they were forced to pay.
The educators demanded refunds from the unions because they and other nonunion Maryland public school teachers were required to pay representation fees to unions in order to remain employees of their school systems.

RICHMOND, Va. (CN) A Fourth Circuit panel heard arguments Wednesday over whether a North Carolina-based charity can pay disabled workers participating in a government rehabilitation program less than minimum wage.
Gregory Armento, a homeless veteran, filed a lawsuit in the Western District of North Carolina in 2017 against Asheville Buncombe Community Christian Ministries (ABCCM), claiming that a homeless shelter run by the organization violated federal labor laws by forcing him to perform unpaid labor in exchange for room and board.
The non-profit organization, which is in charge of a program for homeless veterans at the Veterans Restoration Quarters (VRQ) in Asheville, provided housing for Armento from 2015-2017 through funds administered by the U.S. Department of Veterans Affairs.
HENDERSON â Despite this yearâs COVID 19 pandemic, the Daisy Garden Club of Henderson, has remained true to carrying out its goal of being active and making a positive impact in the community.
Recently, the club donated items to the Salvation Army seasonal project. Members would like to encourage other clubs to donate to various community organizations in need.
Some of the club activities included: beautifying plots at Perry Memorial Library with Black-Eyes Susans, Sweet Williams and Liriope flowering plants and Davis-Royster Funeral Home with Begonias and Vinca flowering plants; virtually visiting members flower gardens; touring Mrs. Sylvia Wilsonâs flower gardens; acknowledging veterans with cards and calls; preparing food and goodie bags for the homeless; contributing financially to Shop with Cops, donating to Give Hope for The Holidays (food boxes, through Food Lion); and making pillowcase dresses to be donated to Haiti.
