The term “National Security Industrial Base” (NSIB) appeared in the 2018
National Security Strategy. The NSIB is the “network of knowledge, capabilities, and people including academia, National Laboratories, and the private sector that turns ideas into innovations [and] transforms discoveries into successful commercial products.” This report outlines elements of the NSIB and how a commercially driven innovation differs from a defense-centric approach to technology. The U.S. innovation ecosystem is based on a mix of strong research universities, flexible financial systems, a competitive business focus, and risk-taking, entrepreneurial culture that is skilled at commercializing research. Other countries have similar strengths, but not at the same scale.

The NPC Standing Committee will soon act accordingly to amend Annex I and Annex II of the Basic Law of Hong Kong, which are annexes concerning the election of Hong Kong s chief executive and the members of its Legislative Council (Legico), the number of whom will be increased from 70 to 90. Thereafter, necessary local laws in Hong Kong will be made to enforce the legislature by the central government. “If you’d asked me ten years ago, I’d have said that newsrooms would be largely resistant to being told what to do by the machine,” he tells Press Gazette in a phone interview.
The ‘machine’ he refers to is Sophi, an artificial intelligence (AI) programme developed by the G&M to drive up digital subscriptions.
As well as managing the Globe’s paywall, Sophi is also effectively a website homepage editor and social media consultant who provides “decision-support tools for editors”.
