Winona Port to vote on $580K land buy (4/14/2021)
The city of Winona Port Authority will vote Thursday on whether to spend $580,000 of taxpayer money to buy a parking lot and adjoining building downtown.
The ProBuild site at 165 West Second Street has been eyed by the city since last year. The Port Authority plans to raze the building, which is no longer used by the company, and then turn the entire parcel into a parking lot, City Manager Steve Sarvi said Monday. Sarvi said it was not yet determined whether the spaces would be public or private. Fastenal’s new office building as well as county offices are directly across the street.

The observant reader looking at a map of downtown parking that lists the public lots from 1-16, might notice there are no lots 11 or 13. It’s not because the city is superstitious, it’s because those municipal lots don’t exist anymore. Number 13 had 20 12-hour stalls but was eliminated to make way for the 102 Walnut development project. Number 11 had 26 12-hour stalls but was eliminated for the new bridge.
New sewage rules could cost Winona (3/17/2021)
In order to prevent the flow of harmful waste from its treatment plant into the Mississippi River, the city of Winona may soon embark on an expensive study to determine the scope of renovations to the plant which could be even more expensive.
The Minnesota Pollution Control Agency previously refined its system for determining how much phosphorus is too much when a wastewater treatment plant emits “effluent,” or discharge, into a body of water. Based on those new standards, and the tests that Winona submits to the MPCA, the city has too much phosphorus flowing into the Mississippi.
