Cambridge University Press (2020) Review by Stephen Wall In the United States’ system of justice, the Supreme Court is the final authority. Thousands of cases are appealed to the Supreme Court, but few are heard and decided. Since the country’s beginnings, the Supreme Court has heard cases that address the rights of Indians and Indian tribes. Initially, the cases upheld the rights of tribes to govern themselves, free from the interference of state governments and with federal interference only through the authority of Congress. Canons of construction were developed to guide all courts as to the interpretation of federal law and tribal interests. Those canons of construction assumed that treaties and agreements would be interpreted as the Indian people would see them, that ambiguities would be resolved in favor of tribal interests, and that all rights were reserved to the tribes that were not expressly taken away by Congress.

Goya Dmytryshchak Maribyrnong council has released its draft 2021-22 budget, which includes an average 1.5 per cent rate rise, a review of the municipal charge and endorses a proposal to borrow $10 million for the Footscray Town Hall redevelopment. The council intends to raise $100,776,958 by general rates and municipal charges, according to budget papers. Councillor Jorge Jorquera told last week’s council meeting he would like to maintain the municipal charge at $20 rather than raise it to $30 as proposed. Deputy mayor Anthony Tran said he would like to see modelling ranging from $20 to $100 in municipal charges. “Can we go from $20 to maybe $100 so our residents can really see the effects of municipal charges, especially when going from lower ratepayers to the higher,” he said.

Rates and charges among highest | Maribyrnong & Hobsons Bay

Goya Dmytryshchak Maribyrnong and Hobsons Bay ratepayers are in the top 10 for paying the highest average residential rates and charges in metropolitan Melbourne. Maribyrnong came in at No. 4 and Hobsons Bay at No. 7 out of 22 metropolitan councils, according to Victorian councils’ budget documents for 2020-21. Boroondara was at No. 1 ($2520.50), followed by Bayside ($2210.42), Moreland ($2160.05), Maribyrnong ($2068.22), Kingston ($2040.12), Manningham ($2027.90), Hobsons Bay ($1966.67), Frankston ($1919.44), Banyule ($1809.98) and Maroondah ($1791.88). Hobsons Bay’s base waste service charge for four bins (120 litre green waste, 120 litre rubbish, 240 litre mixed recycling and 120 litre glass) is $227 for a typical house or $193 for multi-unit dwellings. Maribyrnong’s standard waste service charge is $179.75 for a 120 litre rubbish bin and a 120 litre or 240 litre mixed recycling bin.
