Climate change adaptation strategy fails to protect workers

The European Commission published today its new Adaptation Strategy designed to increase the resilience of the EU against climate change consequences. While the European Trade Union Confederation strongly welcomes the idea of developing a new EU Adaptation Strategy, we regret to see that the one proposed by the Commission today fails to protect European workers against climate change consequences.

The EU Adaptation Strategy presents not only priorities for action, but a vision of how adaptation to climate change should take place, writes Richard J. T. Klein. Richard J. T. Klein is a senior research fellow at the Stockholm Environment Institute, a non-profit research and policy group. From now on, ‘just resilience’ will be a guiding concept for climate adaptation in Europe. The entire Commission, all EU institutions and EU member states will need to take note. As strategies go, this one is pretty good. It observes the EU’s principle of subsidiarity by not getting in the way of what is already happening at local, regional and national levels. And yet the EU Adaptation Strategy raises the profile of adaptation to climate change as a key element of the European Green Deal and identifies opportunities for the EU to advance adaptation at all levels.

Not just climate adaptation, but genuine transformation The Australian government has been in the news this month for two seemingly contradictory policy responses to climate change. First, on 26 January, the Hon Sussan Ley, Minister for the Environment, attended the (first of its kind) Global Climate Adaptation Summit and committed Australia to join the global Call for Action on Raising Ambition for Climate Adaptation and Resilience, to developing a new National Climate Resilience and Adaptation Strategy, and pledged new climate finance of at least $1.5 billion over the next five years. In apparent contrast to these new commitments, Australia’s recent update to its Nationally Determined Commitment (NDC) under the UNFCCC Paris Agreement made no increase to already mitigated ambition, sticking with the current paltry target of reducing emissions by 26 to 28 per cent below 2005 levels by 2030. A target that is shockingly unambitious. Doubling down on this lack of ambition,
