The spending on environment-related programs would be an increase of $9 billion from what Gov. Gavin Newsom proposed in January and is the result of a combined $76 billion in state tax revenues and federal stimulus money. The windfall will fund everything from charging stations for electric cars to preparing communities for disasters ranging from fire, flooding and earthquakes to creating habitat for threatened bumble bees that are essential to pollinating crops in the nation’s most productive farmland.

Gov Newsom expands drought emergency to Kern, 40 other counties

Visalia Times-Delta Gov. Gavin Newsom on Monday expanded a drought emergency declaration to a large swath of the nation’s most populated state amid “acute water supply shortages” in northern and central parts of California. The declaration now covers 41 of 58 counties including Kern County. This covers 30% of California’s nearly 40 million people. The U.S. Drought Monitor shows most of the state and the American West is in extensive drought just a few years after California emerged from a punishing five-year dry spell. Newsom also announced a $5.1 billion proposed investment in water resiliency projects, including $1 billion to offset water bills and help struggling water systems in disadvantaged communities.
