The creation of a specialist emergency services volcanic response crew was discussed in the years leading up to the Whakaari / White Island tragedy.
But Police HQ have confirmed it did not gain momentum and was not created.
They have also confirmed that a proposed multi-agency desktop exercise scenario around a volcanic eruption on White Island had been planned to be carried out - but tragically, the timing was for after the December 9, 2019 disaster.

Single vehicle crash – Flinders Island
A 33 year old man has been seriously injured in a single vehicle rollover on Flinders Island overnight.
About 6.15pm last night, a single vehicle, single occupant crash occurred on Wingaroo Road near the property Markana Park, Flinders Island.
The driver was travelling south on Wingaroo Road in a Toyota Hilux single cab flat tray when he failed to negotiate a slight right hand continuous bend in the gravel road.
The vehicle slid sideways for approximately 20m and then rolled a number of times, coming to rest on its roof.
The man was not wearing a seatbelt.
Emergency services were called to a rural property at 7.30 last night.
It’s understood the 34-year-old had been trying to light a fire when it flashed over him, leaving him with burns to his hands and torso.
He was treated at the scene before being transported by ambulance to the Tamworth Airport, where the Westpac Rescue Helicopter was waiting.
He was flown to Sydney’s Royal North Shore hospital in a serious but stable condition.
