Ballot harvesting, or what some call ballot collecting, is when you fill out an absentee ballot, sign it and then give it to someone else to drop off at an official collection point.
The bill would make it a felony to do so if enacted. Family members could only drop off two ballots at a time.
“We are trying to prevent with this bill Idaho going down the road that other states have gone down,” said House Majority Leader Mike Moyle (R-Star), who sponsors the bill. “Do we have a problem today? Maybe not. But let’s fix it before we do.”

BOISE, Idaho (AP) The second-most powerful member of the House took the unusual step on Thursday of sending his own bill to be amended after a debate on the House floor tilted toward almost certain defeat.
Republican House Majority Leader Mike Moyle made the move on his proposed law that would make it a felony in Idaho for a third party to collect and return multiple ballots to election officials.

Idaho Rep. Mike Kingsley of Lewiston is working with with a 22-year military veteran and a Boise Democrat to propose a medical marijuana bill. The legislation, which could be introduced as early as next week, would legalize the use of marijuana for medical purposes, subject to a number of conditions and restrictions. For example, it would only be available by prescription. It would be packaged like any other medicinal drug, and would be dispensed by pharmacies. The marijuana wouldn’t come in baggies or in joints, or be baked into brownies or other consumables. The dosages would also be high enough to address pain issues, but too low to produce a high. Kingsley, who initially ran for office because he wanted to improve substance abuse and addiction treatment services in Idaho, said the whole goal behind the legislation to stop marijuana from becoming recreational.
