Upon being announced as the winner, she said: “I feel really surprised. Crikey. I do hold myself to high standards and because other things I have gone in for are things I have trained for like exams and more exams - this was something I did for fun.” The streets are bustling, the shops are filled – and for the first time in 13 weeks, Winchester’s pubs, cafes and restaurants are open, but not as we have known it.

OBE The OBE, or Officer of the Most Excellent Order of the British Empire, is awarded by the monarch on behalf of the government to recognise those who have made major contributions at a local level, or whose work has gained a national profile. This year, there was one recipient from Andover and its surroundings.
Dr Phillippa Spencer, from Stockbridge, is the senior principal statistician at the Defence Science and Technology Laboratory. She was given her OBE for services to defence, particularly during the Covid-19 pandemic. She said: “I am genuinely overwhelmed by the honour. The award recognises not only me, but an incredible team of people who provide vital support to so many collective efforts. I am beyond happy to have been nominated.”
