Carauna said the deputy determined that aggravated battery had occurred and that the deputy is mandated by state law to arrest the offender.
About 5:30 p.m., Ndoroum called authorities again, this time from a nearby residence to say that her husband had returned and broke her phone and took her car keys.
A deputy arrived at the residence and confronted Guetigo outside of the home. Guetigo is seen repeatedly pulling away from the deputy to avoid being arrested.
Ndoroum also is seen walking from the residence across the street to her home and trying to intervene between her husband and the deputy.

A Winnebago County man has been charged in federal court with setting fire to a Neenah gas station in January.
Christian B.M. Crawford, 28, is charged with arson of a building used in interstate commerce, according to the indictment filed against him Tuesday. He is accused of setting fire to Ridgeway VP gas station on State 76 in Neenah on Jan. 22, according to the U.S. Attorney s Office for the Eastern District of Wisconsin.
If convicted, Crawford faces at least five years in prison, with a maximum of 20 years and a $250,000 fine.
The Winnebago County Sheriff’s Office, Neenah, Menasha and Fox Crossing police departments and the Clayton Fire Department investigated this case.

OSHKOSH, WI (WTAQ) – As summer and boating season approaches, the Winnebago County Sheriff’s Office is issuing a reminder to people who like to party in the water.
In a statement, Sheriff John Matz reminds people that the county has many popular sand bars located close to residential shorelines. He’s now asking people to provide ‘ample space’ along shorelines during recreational activities.
Last summer, there were several incidents where property owners along the water could not access their privately-owned piers as a result of boats being anchored near shore. Additionally, there were reports of trespassing, littering, vulgar language, lewd behavior, and boisterous activities. There was even an incident where a recreational boater ordered a pizza and instructed the delivery driver to use the private property of a landowner.

OSHKOSH, Wis. (AP) Anthropology students at the University of Wisconsin-Oshkosh have been enlisted to help search for the remains of a homicide victim who died in 1983.
Starkie Swenson, 67, was last seen riding a bike near Shattuck Middle School in Neenah. In 1994, John Andrews pleaded guilty to homicide by negligent use of a motor vehicle. Prosecutors say Swenson and Andrews were involved in a love triangle and that Andrews ran over Swenson.
“He went missing, eventually there was a break in the case, and someone served time in prison, after being convicted of his murder, but the body was never found,” UW-Oshkosh associate professor of anthropology Jordan Karsten said.
