By Joe Wallace and Michael Wursthorn Stocks rebounded Tuesday after Federal Reserve Chairman Jerome Powell signaled that an interest-rate increase from the central bank isn t imminent, easing some concern over rising bond yields. Major stock indexes turned positive in late-afternoon trading after Mr. Powell told lawmakers that inflation remains soft, tamping down recent fears of a policy shift by the central bank following a spike in bond yields. Earlier in the session, the tech-heavy Nasdaq Composite Index dropped as much as 4% and investor favorites including Tesla and Moderna logged double-digit losses. Portfolio managers said the moves marked a rotation out of the high-growth favorites of the past year and into more economically sensitive stocks such as banks and manufacturers.

Starlink, a subsidiary of Elon Musk’s SpaceX, is letting Alaskans sign up for inexpensive satellite internet service that it’s targeting for delivery next year. Rural Alaskans who are paying $99 to get in line say the broadband service will be revolutionary, replacing the slow, clunky internet they now receive, with its sky-high costs. But Starlink has competitors, and companies involved in similar efforts, including Alaska-based Pacific Dataport, argue that Starlink’s Arctic plans may not happen safely, if ever.

Blacktown City Council has approved the trial of ‘heat refuges’ – a network of Council and community-run air-conditioned venues where residents can go and be provided for during a significant heatwave event. Residents vulnerable to extreme heat include the elderly, people living with disability or chronic illnesses, and young children who do not have access to air conditioning. The network will initially include Council-owned venues (Lethbridge Park Community Centre, Tregear Community Centre, Whalan Community Centre, and Oakhurst Neighbourhood Centre) and community resources such as Blacktown Workers Club and Bidwill Uniting Church.
