Warren City Council agrees to settle lawsuit with mayor

WARREN A lawsuit over matters ranging from access to city contracts and legal opinions to the current budget, the tax rate and appointed positions in the mayor’s office has been settled by a unanimous vote of the Warren City Council.
But even after the vote on Jan. 26, sources said it remained unclear whether the terms would be met as agreed in the settlement between Mayor Jim Fouts and members of the council, who filed the lawsuit last summer.
“Unfortunately, we had to file a lawsuit to protect the charter and the integrity of the tax and budget process,” Warren City Council Secretary Mindy Moore said at the meeting, where the settlement was considered and adopted after it was added to the agenda that evening. “If we did not file this lawsuit, we would have incorrect tax bills, an incorrect city budget and this council would not have access to important city documents and records.”

Cities across the country banded together to mandate stay-at-home orders and required the use of masks in an effort to flatten the curve and prevent the further spread of the virus. As a result, many small businesses took some of the biggest hits financially and were forced to close either temporarily or permanently. In addition, the country has seen an inconsistent wave of regulations that differ from city to city. The United States currently has a total of 6.2 million reported cases of the coronavirus so far, and over 185,000 have died from the virus.

WARREN Lisa Christine Paugh, 42, passed away peacefully at 11:40 p.m. Thursday, Jan. 14, 2021, at St. Elizabeth Hospital, following complications of a fall days earlier.
Lisa was born in Warren on Feb. 22, 1978, along with her twin sister, Katherine “Katie,” the daughter of Craig and Ruth Marshman Paugh.
Lisa was a 1996 graduate of Warren G. Harding High School. She graduated from Youngstown State University, magna cum laude, with a bachelor’s degree in art history, a subject she truly loved.
For over 17 years, Lisa was a substitute school teacher for Warren City Schools. The latter years, she was a permanent building substitute at Jefferson PK-8. In addition, Lisa was a sales associate for LeRoy’s Jewelry store at the Eastwood Mall. Lisa’s desire was to help children achieve and adults to find satisfaction in their choices. Her abilities, personality and disposition added to necessary knowledge, allowed Lisa to be successful in both positions.

WARREN To make sure local residents have mittens, scarves gloves and hats this winter, members of the Warren Junior Women’s League GFWC Ohio spent Sunday placing bags with those items on the fence in front of Warren City Hall.
