A new coalition called Compassion Seattle, led by former short-term Mayor Tim Burgess, unveiled a charter amendment last week that carves into the city s constitution several policies designed to end the homelessness crisis.
The amendment lays out broad goals for Seattle s response to homelessness, such as creating at least 2,000 units of emergency shelter or permanent supportive housing no later than one year after the measure s passage, funding behavioral health services, and creating a behavioral health rapid-response team.

t the top of 10th Avenue and Dearborn Street in Seattleâs International District neighborhood sits an encampment. Rows of tents line the undeveloped patch of land, called Beacon Place. Apart from the ambient sound of cars zipping across an adjacent overpass, itâs a mostly quiet scene.

People living in Seattleâs Denny Park were made to clear out by the city s Parks department and Seattle police Wednesday morning.
It was one of the first tent encampment sweeps without the cityâs now defunct Navigation Team, and one of the few to occur during the pandemic.
