• Portland Commissioners Dan Ryan and Mingus Mapps are joining Mayor Wheeler (and against Commissioner Jo Ann Hardesty s wishes) for a slow rollout of the Portland Police Response program which provides a non-police response to those in mental crisis or emergency calls about the homeless instead of immediately instituting it citywide. Local advocates see it as just another excuse to delay the police reform that the city council has already promised.

Chelsea Clinton earlier this week tweeted that Oregon’s attorney general should stop standing in the way of retrials for Oregonians convicted by nonunanimous juries in the state.
“Today, state leaders should be taking every opportunity to use their power to end systemic racism,” tweeted Clinton, an advocate and the daughter of former President Bill Clinton and former Secretary of State Hillary Clinton. She tweeted, in support of Color of Change, a progressive nonprofit civil rights advocacy organization, and The “Still In Prison” campaign, which is working to raise public awareness about the impact of Oregon’s law.

Between 1934 until 2020, split-jury convictions in which only 10 out of 12 jurors’ “guilty” vote is required to convict someone of a felony, rather than a unanimous vote were permissible in Oregon courtrooms. That changed last April, when the United States Supreme Court ruled the practice was unconstitutional. Washington County District Attorney Kevin Barton wants state s top prosecutor to review investigation of Jacob Macduff s slaying.
Washington County District Attorney Kevin Barton has formally requested that the Oregon attorney general s office review an investigation conducted by the Washington County Major Crimes Team into the shooting death of a Tigard man by a Tigard police officer last winter.
On Jan. 6, Tigard Officer Gabriel Maldonado shot and killed Jacob Ryan Macduff during a domestic disturbance call at a Tigard apartment complex. Police alleged at the time that Macduff had a knife and that a struggle occurred before the fatal shooting.
