Here in Colchester, our police do much more than enforce laws. They are often the first to show up at any call for help or assistance. They are trained in first aid and carry life-saving equipment in case of an emergency. They serve our community in countless ways, at all hours of the day and night, in any weather, and often alone. They take their responsibility seriously, from respecting all members of the community, to safeguarding life and property. They partner with other groups to solve problems and help those who struggle.

Related Group submitted designs to the city for the restaurant it agreed to build as part of its $99.16 million apartment community on the Downtown Jacksonville Southbank.  The Miami-based developer seeks conceptual approval for the restaurant design and final approval for the RD River City Brewery apartments at the May 13 Downtown Development Review Board meeting.  The 327-unit multifamily project and restaurant would replace River City Brewing Co. at 835 Museum Circle, west of Friendship Park. A DDRB staff report and renderings released May 6 show a restaurant with 3,200 square feet of outdoor dining space, a 914-square-foot indoor dining area and 883 square feet for kitchen and storage. That totals 4,997 square feet.

Shumlin withdraws subdivision request, will refile

Peter Shumlin has withdrawn his controversial request to subdivide some of the former Ranney Farm in Westminster West after the town’s attorney said his project didn’t meet the correct zoning definition. Town Manager Russell Hodgkins, who is also Westminster’s zoning administrator, said Tuesday that Shumlin withdrew his request on Monday, in advance of a hearing that night. He said that Shumlin plans on re-submitting his request as a major subdivision, and that request will be taken up in July by the Development Review Board. Shumlin attracted a crowd last month at an otherwise routine Westminster Development Review Board, as neighbors attacked his proposal to create two additional lots off the private Old Codding Road.

Manager’s Message Community Justice Update One part of the Town of Colchester’s community justice efforts includes funding the Essex Community Justice Center (ECJC) in partnership with the Town of Essex and the State Department of Corrections. ECJC provides restorative justice programming with a focus on crime prevention, conflict resolution, and meeting the needs of those affected by crime. Different programs include Community Restorative Justice Panels, Community Dialogue education, and the Circle of Support and Accountability Program (COSA), which helps those recently released from incarceration to successfully re-enter society. In their spring newsletter, ECJC noted the largest trend in the Community Restorative Justice Panels since the onset of the COVID-19 pandemic is a 60% increase in the number of referrals from Law Enforcement and the State Attorney’s office.
