A project to redevelop Dixie s On Grand into a five-story, mixed-use building with 80 market-rate apartments is one step closer to approval after the St. Paul Planning Commission gave it green lights Friday.
The commission voted 9-1 to approve building variances and a conditional use permit for the project. The City Council will discuss rezoning the site at 695 Grand Av. from a B2 Community Business District to T3 Traditional Neighborhood District over the coming weeks.

The Smart City project is expected to make life easy for citizens in the City but residents on 11th A Main, Millers Road, Vasanth Nagar in the
Central Business District feel very differently. The residents have no access to Millers Road for the last two months, thanks to the ongoing Smart City Project work that is progressing at a snail’s pace. “We are facing a lot of problems due to the lack of access to Millers Road due to the digging taking place at the road’s entrance. We have to use a narrow stretch known for stationary vehicles to reach Millers Road,’’ said Radhakrishna Raju, a resident.
