The Dragons forward, 30, and his friend, 24, each pleaded not guilty to multiple charges of aggravated sexual assault against a woman in a North Wollongong unit in December 2018.
The pair were acquitted of one charge, but the jury was unable to return unanimous or 11-to-1 verdicts on the other four charges against each accused, the jury foreperson testified on Monday.
“De Belin will remain subject to the no-fault stand down while serious criminal charges remain against him,” the NRL said on Tuesday.
A decision on whether the case will go to a third trial is expected to be made by the Director of Public Prosecutions on 28 May.

A jury has found footballer Jack de Belin not guilty of a sexual assault charge - but failed to reach a verdict on five further counts.
Judge Nicole Noman discharged the Sydney jury after they failed to break a deadlock on the remaining charges just before 3pm on Monday afternoon.
That means the suspended St George Illawarra forward, 30, and his friend Callan Sinclair, 24, face the prospect of a possible third criminal trial.

Over a 13-day trial, the jury heard that de Belin and Sinclair had both met the woman in Wollongong bar Mr Crown on December 9, 2018. Sinclair and the woman, who knew each other previously, kissed at the bar, with the woman describing it as pecking and nothing serious in court.
The woman then left the bar with the men and said she thought the trio were going to another club, before de Belin led the group to a North Wollongong unit to charge his phone .
