Certainly, carbon neutrality is something our friends on the left talk about a lot, but their tactics for reaching that goal are all about inhibiting coal and oil and natural gas development through byzantine regulatory mazes, endless litigation and intense (and sometimes even violent) political pressure.
What Burgum is talking about is something very different. What he s calling for is a recognition that energy sources such as oil and coal are still tremendously useful in our modern society, but their development needs innovation to bring them in line with modern understanding about emissions. This may seem like a moonshot goal, but it s actually not, Burgum told the conference, and he s right because this sort of thing has been going on for a while now.

Although oil production in most US shale basins is not expected to reach pre-coronavirus levels until at least late 2023, additional processing and higher gas-to-oil ratios might still lead to natural gas growth in the oil-rich Bakken.
Oneok increased its first-quarter natural gas and natural gas liquids volumes processed in the Williston Basin and plans to bring another 200 MMcf/d of processing capacity online before year-end, which will further reduce flaring in North Dakota.
Gas volumes processed in the Rocky Mountain region increased 5% while NGL raw feed throughput volumes grew 20%, the company reported in its first-quarter 2021 earnings call on April 28. This occurred despite winter storm production freeze-offs in February and lower year-over-year drilling activity in the region.

BISMARCK– North Dakota is funding infrastructure, education and other priorities, putting the Legacy Fund to work for current and future generations, and maintaining healthy reserves without raising taxes, Gov. Doug Burgum said today after the 67th Legislative Assembly adjourned its regular session sine die.
“This session delivered results that keep North Dakota on the path toward a bright and prosperous future,” Burgum said. “Working with the Legislature, we’ve delivered a balanced budget that keeps general fund spending in check, makes strategic investments in education, the economy and tax relief, and contains the largest infrastructure bonding package in state history – paid for with Legacy Fund earnings and not one extra dollar from taxpayers’ pockets.”
