Acting Premier James Merlino has questioned whether the federal governmentâs $3 billion Victorian infrastructure announcement is ârealâ, as Victoria crosses its fingers for Commonwealth cash for vaccines and a quarantine hub in Tuesdayâs federal budget.
The Commonwealth announced on Monday an intention to help build a freight terminal designed to remove thousands of trucks from Melbourneâs roads. Mr Merlino said the announcement was not fully-fledged because it was not budgeted for it in the Commonwealth budgetâs forward estimates - the four-year funding period that locks in spending.

The Andrews government will keep secret a deal it signed with Beijing aimed at fostering Chinaâs government involvement in Victorian infrastructure projects.
The 2017 agreement was signed separately to the recently cancelled Belt and Road framework and is being looked at by the Commonwealth to determine whether it contradicts Australiaâs foreign policy interests. The agreementâs aim is to facilitate public-private partnerships between the Victorian government and Chinese firms, which tend to be state-owned.
