After last week s widely panned release of a long preliminary list of city-owned properties that could be designated as sanctioned campsites for people experiencing homelessness,
City Council has shown some sympathy for the staffers who had little direction and a tight timeline for their effort. But members are still befuddled as to how some locations could ever be considered. A historic Black cemetery? The vacant Home Depot whose neighbors spent years working with the city on plans for its future? The Colony Park tracts with an ambitious public-private master plan for community revitalization, which has yet to break ground on a single project?
Beginning Tuesday in Austin, it will again be illegal for people experiencing homelessness to camp in public, after a citywide vote to restore criminal penalties.
The ban approved overwhelmingly by voters May 1 returns the city to the policy it had in place for 23 years before June 2019, when the Austin City Council passed a controversial measure to eliminate penalties for living in many public spaces.
But as the ban goes back on the books, key issues remain unsettled about the relocation options for the unsheltered population. With housing and shelters brimming at capacity, it s likely that many will continue to camp unlawfully in their current location or move somewhere more remote, where it will still be unlawful but less likely to draw the attention of law enforcement.

Austin residents finally got their say on the city s homelessness crisis, and their message was clear: They are opposed to people camping almost anywhere they please, and they have little faith in city leaders ability to find housing for them.
In a stern rebuke to Mayor Steve Adler and the Austin City Council, voters opted to reinstate the citywide ban on public camping that the council had canceled in 2019.
The final tally on Proposition B was 57.7% in favor, 42.3% against. Final results came down late Saturday night, with one-fourth of the city s registered voters about 156,000 people submitting a ballot.
Since the count is unofficial, the camping ban won t go into effect until after a canvassing of the results. That is expected to happen May 11.
