Butler was elected mayor in 1993 and 1996 and served in that role until 2000. He made another run at the office in 2009, losing in a three-way race in that year s primary, and also ran unsuccessfully for the Lee County Commission and the Cape Coral City Council. It was during his tenure in late 1999 that the city broke ground on the $15.5 million City Hall building. Roger also served as a Cape Coral police officer, beginning in 1973. He rose the ranks and retired as a police captain in 1987. Butler grew up in upstate New York, where he quit high school to take a job as a construction worker. He earned a GED while in the U.S. Marine Corps and spent 30 years as a police officer, detective and chief, including 17 years with the Cape Coral department.
