Ogdensburg police charge two men in connection with kidnapping threats that locked out city schools Tuesday

OGDENSBURG — Following a Tuesday morning lockout at two city schools, a father and son were arrested for allegedly making kidnapping and ransom threats. Ogdensburg police charged William J. Larock, 51, and Michael J. Larock, 33, both of Canton Street, with one count each of second-degree attempted grand larceny and first-degree coercion, both felonies. Police said no active danger was posed to Ogdensburg Free Academy or Madill Elementary School, but that lockouts were a precautionary measure. City police were assisted by the U.S. Department of Homeland Security Investigations and the St. Lawrence County District Attorney’s Office. After being arraigned in City Court, according to police, William Larock was released on his own recognizance, and Michael Larock was remanded to county jail in Canton, due to having two prior felony convictions.

City police arrested 51 year old William Larock and his 33 year old son, Michael Larock, both of 504 Canton Street in Ogdensburg. Police said the men targeted a family - threatening to kidnap 2 children if the family didn’t pay the Larocks an undisclosed sum of money. Lieutenant Mark Kearns of the Ogdensburg Police Department said the family and the Larocks know each other. He declined to comment on a motive.

Massey “deceased with a gunshot to his body.” Charges were initially filed that day against two of the property’s residents, father and son Charles M. Anson, 51, and John, 29, as well as Kayla M. Briggs, 25, of DeKalb Junction.

UPDATE: Police charge Richville man with murder after shooting

DEKALB — One person has been charged with murder in the Tuesday morning shooting death of a north country man, and two others have been arrested as the homicide investigation continues. The St. Lawrence County Sheriff’s Office has identified Justin A. Massey, 40, of Rossie, as the victim at 580 County Route 18, a village of Richville address in the southern portion of the town of DeKalb. Sheriff’s deputies were initially called to the residence at about 2:30 a.m. for a burglary in progress, and upon arrival, found Mr. Massey “deceased with a gunshot to his body.” John C. Anson, 29, a resident of the address, was charged with second-degree murder and second-degree criminal possession of a weapon.
