In one of the text threads, CPS board president Carolyn Jones said she had concerns about teachers hijacking an upcoming board meeting. The board discussed limiting public comment through text, and has since implemented time restrictions during public hearings. CPS s lawyer says the board s communications were perfectly legal. But three local lawyers, including one who represents The Enquirer, say the communications violated Ohio s Open Meetings Act.  On Wednesday, Jones said the board is very committed to transparency.
