Delray bans aggressive panhandling but won t enforce it immediately

DELRAY BEACH City Commission Thursday adopted an ordinance to stop aggressive panhandling but agreed not to enforce it until the community is made aware of the measure’s details.
Commissioner Shirley Johnson cast the lone vote against the measure. She argued that the crackdown was not warranted at a time when the pandemic had made it much more difficult for people to earn a living.
For nearly three hours, the commission heard speaker after speaker label the ordinance as an unconstitutional attack on the homeless. Summer Barnes, an area attorney, said she has represented clients arrested and jailed for panhandling.
