Developers are hoping to build 35 one and two-bedroom apartments in Runcorn as part of a £5million scheme. Bolton-based developer and contractor Challenger Building Services has resubmitted plans after initial proposals for a three storey apartment development with 32 or 33 apartments were given the green light in November.
