As a result, some counties enforce the rules and some don’t. And because the state hasn’t stepped in to assist with adequate enforcement, some local officials say, businesses are often free to ignore the rules, allowing the virus to run rampant.
“It would be nice to have some air support from the governor,” said Nevada City Councilman Doug Fleming, who backs the city’s new ordinance imposing fines for violating the state mask mandate. “He’s kind of forcing local jurisdictions to enforce his rules without any air support.”

SAN MARCOS
A 20-year-old man, accused of stabbing his father repeatedly Tuesday morning in the family’s San Marcos apartment, locked himself inside and refused to surrender to deputies, leading to a SWAT standoff that lasted more than five hours, authorities said.
Deputies responded to a 911 call at an apartment complex on Knoll Road near Los Vallecitos Boulevard shortly before 2:30 a.m. after a family argument inside one of the apartment units escalated into a stabbing.
The 49-year-old victim was transported to the hospital with multiple stab wounds described as serious but non-life-threatening injuries, officials said.
After talking with family members, deputies determined the man had been stabbed by his son, sheriff’s Lt. Dustin Lopez said in a release.

During the worst of his 10-day stay in San Diego’s Central Jail, Richard Lantz was sure he would die.
The Spring Valley resident was arrested for the first time in his life Halloween night after a tussle with a neighbor in his condominium complex.
By then the novel coronavirus was already sweeping through San Diego County jails.
Lantz, 51, has underlying health conditions, including diabetes. He said in an interview this week that jail quarantine protocols the sheriff’s department has implemented to protect inmates from COVID-19 turned out to be less rigorous in practice than they are on paper.
