Barrios was flush with cash from the union he is employed by, along with some of the city s biggest developers, including $2100 from two top Cisterra Development employees, records show.
But after the election, Cisterra s cash, in the form of a total $1200 in contributions made by Cisterra chief Steve Black and company principal Jason Wood went to Elo-Rivera on November 13 and 17, respectively.

Encampments along the San Diego River will be cleared away and people living in them will find permanent homes under a new partnership between an environmental group and a homeless-service provider.
Under the new effort, the San Diego River Park Foundation will work with People Assisting the Homeless, more commonly known as PATH, to connect 40 homeless people now living in the brush alongside the river with services and housing by the end of the year.
San Diego River Park Foundation Chief Associate Director Sarah Hutmacher said the partnership is one that she’s been working toward for some time.

San Diego may soon merge city efforts focused on enforcement of wage laws, worker safety rules, sick-day requirements and guidelines for selecting city contractors.
The goal would be streamlining those efforts, now handled by several different city agencies, and combining them under a new Office of Labor Standards Enforcement.
Five of the City Council’s nine members endorsed creating the new agency in budget request memos submitted this month. Those memos will help determine the proposed budget Mayor Todd Gloria is scheduled to unveil in April.
Programs that would fall under the Office of Labor Standards Enforcement would likely include minimum wage, living wage, prevailing wage, earned sick days, labor compliance and equal opportunity contracting.
