There was no need for three police officers to hold down a fragile father-of-two who died after being detained, a witness has told an inquest.
Housewife Lauren Billington was in a passing car when she heard a man shouting help and get off me as he was held down in a street by a group of officers in Luton in 2013.
Father-of-two Leon Briggs, 39, was being detained under section 136 of the Mental Health Act following concerns about his behaviour on Marsh Road in the town.
Section 136 gives police the power to take a person of concern from a public place to a place of safety.
