Scope and powers for Manitoba’s Advocate for Children and Youth to investigate deaths and injuries are set to expand on June 1.
Families Minister Rochelle Squires announced on Tuesday the government is proclaiming the additional mandate for the Advocate to investigate incidents from outside the child welfare and adoption systems.

“This will be one more opportunity for community, the advocate’s office and government to all be working together to ensure that children do not fall through the cracks in the future,” said Squires.

Starting June 1, the Manitoba Advocate for Children and Youth will be able to investigate serious injuries and deaths of children who were receiving services or whose families were receiving services related to mental health, addiction services or youth justice in the year before the death or injury.

The Manitoba Ombudsman has made nine recommendations to the provincial government following a data breach last summer that sent affected 8,900 children receiving services from the Children’s disAbility Services program of Manitoba Families.
“This privacy breach was unprecedented in scope for this province,” said Ombudsman Jill Perron, in a press release. “When those affected are vulnerable children and youth, the impact of a privacy breach of sensitive personal health information for those children and their families can be devastating.”

A 2020 email containing the personal information of 8,900 kids involved with Children s Disability Services was only supposed to go to the Manitoba Advocate for Children and Youth, but about 100 service agencies and community advocates were accidentally blind copied.
