Many VA Benefits Will Be Expanding in 2021 Thanks to a New Law

Beginning in 2023, the VA will be getting into the life insurance business. The new law requires the VA to offer all disabled veterans under age 81 a whole-life policy by that date. The program will be similar to Veterans Group Life Insurance (VGLI); however, veterans must sign up for VGLI within 16 months after leaving the service. The new insurance program will have no such time limit. Policies will be limited to a $40,000 payout for most veterans when the program begins. Home Loans for National Guard Members National Guard members without active-duty service will be eligible to receive a VA home loan beginning in 2021. The new law makes Guard and Reserve members who have at least 90 days of service eligible for the home loan program. Thirty of those days must have been consecutive.

A provision in the Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020 designates COVID-19 as a presumptive illness a descriptor that paves the way for affected service members or veterans who suffer long-term consequences of the virus to receive compensation and benefits. To be eligible for disability, the individual must have served on active duty for more than 48 hours at one time and developed the illness during service or within 14 days after the qualifying period of duty. The department has the ability to decide whether a veteran qualifies should they develop COVID-19 after the 14-day time frame.

Congress is sending President Donald Trump legislation to sign into law championed by U.S. Senator John Boozman (R-AR) that will enhance Department of Veterans Affairs (VA) care and services for women veterans. The Senate and the House of Representatives passed the  J ohnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvements Act of 2020, a package of veterans’ health care and benefits improvement. It includes the  Deborah Sampson Act, legislation that will eliminate barriers to better support the needs of women who answer the call to serving their nation in uniform. “We need to create a culture at the VA that welcomes women veterans and makes them feel like they belong. It’s long overdue that we update the belief that when a woman seeks care at the VA it’s because her husband is the veteran,”
