BELTON â Planning is what City Manager Sam Listi knows best.
His masterâs degree from the University of Minnesotaâs Humphrey Institute of Public Affairs is in the field. Heâs a certified planner. And, prior to jumping the Leon River to come to Belton, he helped set up and run the city of Templeâs Planning Department for 15 years.
This month marks Listiâs 20th anniversary as the top administrator in the city of Belton. The City Council hired Listi on March 12, 2001.
âItâs gone fast in some sense, but otherwise I have certainly enjoyed the experience,â Listi said. âI really have been blessed.â

Text to 9-1-1 is a service that allows citizens to send a text message directly to 9-1-1 for assistance, in the event they are unable to make a voice call.
To use the service, simply send a text as you would normally. In the recipient field enter 911, compose the message and push send. Once your text is sent, the 9-1-1 system will send an automated message asking the individual texting for the address of the emergency. This starts the text session between 9-1-1 and the individual needing emergency help.
