At 3.10pm on George Street in the CBD, he allegedly approached a woman pushing a two-year-old boy and pinched him multiple times on the leg.
A member of the public tried to intervene but he fled the scene.
Police were called and later arrested the man at Broadway shopping centre in Ultimo.

He was charged with sexual touching without consent, three counts of common assault, trespass and breach of bail.
The man was refused bail to appear at Central Local Court on Thursday.

A man will reappear in court today charged following an investigation into the alleged sexual and physical abuse of young girls in Sydney’s south-west.
In September last year, detectives from the State Crime Command’s Child Abuse and Sex Crimes Squad commenced an investigation following reports three girls had been sexually abused by a man known to them.
Following extensive investigations, Queensland Police Service’s Child Protection Officers, assisted by Child Abuse and Sex Crimes Squad detectives, travelled to Noosa in Queensland on Monday 22 February 2021, and arrested a 44-year-old man on three outstanding NSW arrest warrants.
