Dec.22.2020 In General Medicine, P.C. v. United States, No. 3:20-mc-00053, the District Court for the Southern District of Illinois held that a third party has standing to challenge a False Claims Act (FCA) civil investigative demand (CID) that is issued to another entity. In that case, General Medicine, a company that employs physicians and nurse practitioners, petitioned the Court to set aside certain CIDs that were issued under the FCA to nursing facilities for which General Medicine provided services. General Medicine was the target of the Government’s investigation, and each of the CIDs sought information about General Medicine’s practices and involvement with the facility. In its petition, General Medicine argued that the CIDs issued to the nursing facilities were not sufficiently specific under the requirements of the FCA, did not seek information relevant to an investigation, and were overbroad and harassing. Bridgeport may not be able to spend CARES funding until 2021 | News, Sports, Jobs

Times Leader Staff Writer BRIDGEPORT Due to the village of Bridgeport being in a state of fiscal emergency, it may have to wait until early next year before it can spend any of the $216,000 it received in Coronavirus Aid, Relief and Economic Security Act funding. Bridgeport Village Council discussed the CARES Act funding during Tuesday’s meeting, which was held via teleconference. Chris Kirby, fiscal officer for the community, said the village is unable to spend the funding until a recovery plan and a budget are finalized for the upcoming year, according to the funding’s stipulations. “There’s a lot of leg work that needs to be done. We can use the money after we pass a resolution tonight. I will have to put it into the EMS fund so that it can be used, however, we don’t know when we’ll be able to use it right away, hopefully by the end of January,” he said.

Secret Santas come through for youth | News, Sports, Jobs

Times Leader Staff Writer ST. CLAIRSVILLE The Community Action Commission of Belmont County put out a call for Secret Santas to provide Christmas gifts for youths in need of holiday cheer. Because the community responded, close to 40 students will receive a Christmas gift this year. “We get recommendations out of local area schools, from the guidance counselors and principals of kids who could really use assistance during Christmas, and then we shop for them. It’s children ages 13-18,” CAC Executive Director Alaire Mancz said. “We do it specifically for teenagers because a lot of the time, those are the kids that get left out of Christmas donation programs.”
