Washington D.C., Mar 10, 2021 / 10:00 am (CNA).- China’s abuses of the Uyghurs in Xinjiang violate every article in the United Nations’ definition of genocide, a new policy report published on Monday claims.
The 55-page report from The Newlines Institute for Strategy and Policy, a foreign policy think tank based in Washington, D.C., is one of the first independent reports into the actions of the Chinese Communist Party (CCP) in Xinjiang province.
The report, titled “The Uyghur Genocide: An Examination of China’s Breaches of the 1948 Genocide Convention,” confirms that the Chinese authorities created a massive network of internment camps in Xinjiang purportedly for “re-education” and “terrorism prevention.” The Uyghurs are an ethnic minority and are mostly Muslim, and live alongside other ethnic and religious minorities in the region.
Evidence from states that tried something similar last spring suggests that the extra enrollment time could be an effective way to bring coverage to hard-to-reach populations: younger Americans, and those who have remained uninsured despite the health law’s coverage expansion.
“It wasn’t a deluge of people, but we were pleased with the type of people we were drawing in,” said Audrey Gasteier, chief of policy and strategy at the Massachusetts Health Connector. It ran a special enrollment period for nearly five months last year, and had 22,800 sign-ups as a result.
Usually, about a quarter of the Connector’s enrollees are between 18 and 34. But that figure was 40 percent for those who signed up during the special enrollment period, suggesting that the pandemic may have nudged so-called Young Invincibles to decide health insurance was worth the cost.

Tuesday is the final day to enroll in health care plans for next year through the state exchanges in Washington and Idaho. So far in Washington, the enrollment is up 5 percent over this time last year.
Michael Marchand of the Washington Health Benefit Exchange says the Covid pandemic is playing a role in that, with many people needing coverage after losing a job or having their hours reduced.
“We have a different person who is now entering the exchange who maybe has never used it, who understands how important health insurance is right now, who wants to keep that coverage for whatever period of time they re going to need it for, until their life gets back to normal, Marchand said.
