A Waterford councillor is questioning the wisdom of a traffic management system put in place to facilitate a development that may not happen.
One-way systems direct traffic from the city centre along Hennessy’s road and out onto Bunkers (Manor) Hill.
Three sets of traffic lights on the hill add to the bottleneck and can cause long delays at times.
Local Cllr Frank Quinlan says the hold-ups are resulting in huge frustration for motorists.
“In the area of Poleberry, Newgate Street, Convent Hill, Browns Lane and up through the Applemarket- everyone is merging onto Bunkers hill.

Coady Architects will lead the development of One Opera Square, a six-storey building stretching from the corner of Michael Street and Ellen Street.
The 14,600 sq ft structure will have five floors of commercial office space over ground level, which will consist of retail and convenience stores and a café/restaurant.
Coady Architects has also partnered with Woods Bagot, a global practice, with expertise in large scale city centre regeneration projects.
The Opera Site project is the biggest of its kind undertaken in Limerick and the largest commercial property programme outside of Dublin.
