These weren’t the only occasions that Mr Heine battled with city councillors. He was often in conflict with them for showing banned and provocative films at his other cinema, the Penultimate Picture Palace in Jeune Street, East Oxford. Mr Heine grew up in a small farming community in Illinois in the United States. He came to Oxford in the 1960s to study law at Balliol College, but decided not to go into the profession. Susan Brown will remain as leader of the Labour-run city council, and will be joined by a team of senior councillors, a cabinet, of both returning and new members. The cabinet team has been announced ahead of the first meeting of the new council, due to take place today at 5pm. Ms Brown said: “Today I am delighted to be announcing our new roles and responsibilities for this year s cabinet.
