Cornwall city council will choose from among its own ranks to replace former mayor Bernadette Clement, quickly and easily defeating the suggestion it hold a by-election.
Having been named to Canada’s Senate last week, Clement notified council and administration of her required resignation. This required council to declare the seat vacant, and then start the process to decide how the vacancy would be filled.

Council hotly debated how to proceed during its Monday meeting. Elected officials were presented with three options from administration on how it could move forward either fill the position with a current member of council, hold a by-election, or fill the vacancy by appointing any eligible local resident that consented.
