RED BLUFF, Calif. - Tehama County is introducing a new chronic offenders program to mitigate the number of repeat offenders coming and going from jail, according to the Tehama County Sheriff’s Office.
The program will keep offenders in jail until trial rather than letting them out after being arrested.
