Vancouver police put up 19 bright yellow billboards around the city, with dramatic black lettering that reads: “Warning. Be cautious of strangers getting close or asking for help” as an attention-getter for the increasingly prevalent crime during which a thief requests help or offers to give cheap jewelry to an elderly person to distract them during the robbery of expensive jewelry or other valuables.

“The statement on the billboard directly addresses how thieves target their victims, who are often seniors (one victim this year has been 94 years old) and are East Asian or South Asian,” said VPD spokeswoman Simi Heer in an email.

Recently, Coun. Colleen Hardwick has twice explained her understanding of abstentions. On June 15, on a motion for rezoning of 602-644 Kingsway, Hardwick said that “to abstain means not to vote at all.” It has since been clarified to council that to abstain is to vote in favour. On July 6, on a motion for rezoning of 1190 Burrard Street, Hardwick noted that the rezoning report was premised on the Housing Vancouver Strategy, which she views as fundamentally flawed, and said, “I cannot in good conscience vote in favour of this rezoning application, which is based on fundamentally flawed policy, so I will be forced to abstain.”
