Lebanese banks have mostly locked depositors out of their dollar accounts and blocked transfers abroad.
Under a central bank circular last year, depositors were permitted to withdraw dollars, with the funds paid in the local currency at a rate of 3,900 pounds to the dollar.
That is only about a third of the value of dollars on the black market, but has been the only way many Lebanese have been able to access their funds.

Russia, Bahrain to produce Sputnik V vaccine for MENA SHARE
The sovereign funds of Russia and Bahrain signed a preliminary agreement on Thursday to manufacture and distribute the Russian Sputnik V vaccine across the Middle East and North Africa region, The Russian Direct Investment Fund (RDIF) said. RDIF provided no information on the capacity of the planned manufacturing facility under the agreement which also involves Binnopharm Group, а subsidiary of Russian investment company Sistema. prosecutor Fatou Bensouda said on Wednesday that victims of war crimes and genocide in the Darfur region want former Sudanese president Omar Al Bashir brought to the court as she urged the country to hand over those accused.
“It is clear that the victims of these crimes also want him [to face] the ICC . in any discussion that is going to take place, that issue cannot be disregarded, she said.
She urged Sudan to hand over Ahmed Haroun, one of several former regime heavyweights charged by the ICC in connection with events in Darfur, to face trial alongside a fellow former regime figure.
