After being notified of the funding Brown called all five council members, he said.
Brown thanked Cartwright and fellow Democrat U.S. Sen. Bob Casey of Scranton for their efforts on passing the COVID-19 relief bill.
“I am very grateful to Congressman Cartwright and Senator Casey for their wonderful help in securing this money for the city of Wilkes-Barre,” Brown said. “It’s going to be a wonderful help.”
The funding has “strict parameters” on it how it can be spent. It cannot be used to reduce taxes and for pensions, Brown said. But it can be put toward “some of the losses we experienced during the pandemic,” he said.

U.S. Reps. Matt Cartwright and Glenn Thompson, a Republican from Bellefonte, have called for renewal of a program that reclaims mine lands.
âWeâre on a deadline,â Cartwright, D-8, Moosic, said Wednesday of the Abandoned Mine Land Trust Fund, which expires in September.
The trust fund, established in 1977, is financed by a tax on each ton of coal mined. Cartwright said the fund paid to restore thousands of open mine portals, 1,000 miles of dangerous highwalls and restored water polluted by mine drainage.
Cartwright said the Arena Hub Plaza in Wilkes-Barre Twp. and distribution centers in Hazleton sit on former mine land.
U.S. Rep. Matt Cartwright, D-8, Moosic, sent a letter to Pennsylvania Emergency Management Agency Director Randy Padfield with the support of 14 state representatives and two state senators from Northeast Pennsylvania urging the agency to set up mass COVID-19 vaccination sites in the region as soon as possible.
Cartwright wrote that streamlining distribution of COVID-19 vaccines through mass vaccination sites is critical to not only reducing severe illness and death from the virus, but also staying ahead of new virus variants.
Cartwright also noted resources the American Rescue Plan would provide to launch a national vaccination program. He said he is working to ensure it is swiftly enacted, so Pennsylvania receives more resources for vaccine distribution quickly.
