Milan Loncar, 25, was shot dead in Philadelphia last Wednesday while out walking his dog Serial criminal Josephus Davis, 20, has now been arrested over the murder   Davis has a long criminal history and spent the majority of 2020 behind bars Two weeks before Loncar s killing, he was released from jail after his bail relating to kidnapping charges was dramatically reduced  The Philadelphia DA s office has now admitted that balls were dropped in allowing Davis to go free

After his pockets were rifled through, Loncar was fatally shot. Police say Davis was arrested just two hours after the murder, allegedly driving a car reported stolen in a separate carjacking. While four others ran off, investigators took Davis into custody. Police say his clothing and description match up with the surveillance footage in Loncar s murder. Davis was let out of prison on December 29 after paying reduced bail. Davis was charged with a separate violent carjacking of an Uber driver and paid $2,000 bail after a judge reduced the bail from $100,000 to $20,000. For allegedly assaulting and threatening a corrections officer while in custody, Davis paid $1,200 reduced bail after a different judge reduced bail from $20,000 to $12,000.

Suspect Was Released on Reduced Bail 2 Weeks Before Temple Grad s Murder

Davis had an extensive criminal record prior to the shooting. He was jailed for a robbery in 2019, according to court records. In January 2020, he took a plea deal that came with two years of supervised release. While Davis was in jail, he was charged with two other crimes, an old carjacking and kidnapping from 2019 and an assault on a prison guard while serving his sentence.  For the kidnapping case, Davis was held on $100,000 bail. Court records show that on more than a half dozen occasions, Davis was scheduled for a preliminary hearing but they were all continued. Some were postponed due to the pandemic while another was delayed because Davis hadn’t been taken from jail. Another was continued because the District Attorney’s Office didn’t have a witness needed for the case.
