Over a 20-minute span during the middle of a typical spring weekday, a family of six including three young cyclists, a pair of young adults walking a dog, a solitary woman talking on a cell phone and three women out for exercise made their way through the not-so-new walking tunnel at the foot of the Henry Street bridge in Mitchell last week.

Last month, we reported American Electric Power had plans to keep four of its coal-fired power plants open and meeting the U.S. Environmental Protection Agency’s Coal Combustion Residuals and Effluent Limitation Guidelines. Three of those four plants are here in the Mountain State: the Mountaineer Plant in New Haven, the Amos Plant in Winfield and Moundsville’s Mitchell Plant. But at the time we knew AEP had yet to file its compliance plans. Now we know what those plans entail.
AEP’s Appalachian Power has asked the West Virginia Public Service Commission to approve rate increases that would fund the environmental improvements at those plants. In detailing its request, AEP outlines plans to keep the plants running through 2040 … and one option that would keep the Mitchell Plant running only until 2028.

Recently revised federal regulations concerning coal-fired power plants could mean another one will shut down by the end of the decade.
Last week, Appalachian Power announced it had submitted a request to the Public Service Commission of West Virginia for a rate increase to cover costs of environmental improvements at its three remaining coal-fired power plants in West Virginia: John Amos in Putnam County, Mountaineer in Mason County and Mitchell in Marshall County.
âOur request in the filing includes upgrades necessary to comply with the Coal Combustion Residuals (CCR) rule and Effluent Limitation Guidelines (ELG) rule at the Amos, Mountaineer and Mitchell plants, which would allow these plants to continue to operate through 2040. The filing also includes an alternative of CCR-only compliance for the Mitchell Plant, which would require retiring the plant in 2028,â Appalachian Power spokesman Phil Moye wrote in an email to The Herald-Dispatch.
