Judge weighs what to do with Daley case (1/13/2021)   After a years-long regulatory and legal saga, a judge is set to rule in the coming weeks on the Daley Farm’s bid to expand its Lewiston dairy and get an exception to Winona County’s limit on farm size. Olmsted County District Court Judge Kevin Mark ruled last month that members of the Winona County Board of Adjustment (BOA) who actively opposed the farm expansion just before they supposed to serve as impartial judges of it were biased, violating the farm’s due process right to a fair hearing. The chairship matters because the chair alone appoints Planning Commission members, while the full board appoints BOA members. Both bodies are called on to make important decisions that affect the environment, the economy, agriculture, and lives of local residents. These appointments are sometimes contentious, as environmentalists and property-rights supporters jockey for control of the committees. This year’s appointments come after revelations in the Daley Farm’s recent lawsuit raised new questions about the appoin

(Courtesy Winona County) WINONA The message might have been loud and clear, but the Winona County Board of Commissioners – three members in particular – didn t hear it. Fourteen people took time Tuesday to comment about the proposed jail project, asking the county board to hold a public hearing where members of the community could ask questions about the jail and, perhaps, talk about options to incarceration. But when Commissioner Steve Jacob proposed putting off any vote on the jail in order to hold such a meeting, three commissioners – Marie Kovecsi, Chris M
