Defund the police movements and the propensity of governments to condemn police actions before any impartial investigation is conducted, have merged to result in police non-intervention in the face of clearly illegal activities that are taking place.  Understaffed police departments and police officers concerned about their career and a secure future for their families result in a reduction of effective policing for the general population.
