Two years ago, Richmond Police shot and killed a 24-year old Black man named Marcus-David Peters who was experiencing a mental health crisis. Today, Virginia’s governor signed a bill into law that he says will help prevent incidents like this moving forward. Peters’ family isn’t so sure.
The ”mental health awareness response and community understanding services alert system” is a mouthful. But most people know the legislation as the Marcus Alert bill, in honor of Peters, who was a beloved high school biology teacher.
Gov. Ralph Northam technically signed the bill into law in November but used the ceremonial signing Tuesday to highlight its importance.

RICHMOND, Va. (WWBT) - Gov. Ralph Northam has ceremonially signed legislation that will establish the âMarcus Alert systemâ, a measure that will establish a statewide mental health awareness response and community understanding services.
The measure also promotes a behavioral health response to individuals in crisis and also limits the role of law enforcement.
âThis alert system is one way we can keep people safe and save lives,â Governor Northam said. âWe want people to get the help that they need.â

The jam-packed agenda for Mondayâs regular meeting of the Rappahannock County Board of Supervisors included two public hearings, a COVID-19 presentation from the Virginia Department of Health, a review of the countyâs financial audit, and last but certainly not least the unanimous adoption of the 2020 Comprehensive Plan, a vision document that will guide the countyâs future land use planning.Â
âYay,â said Stonewall-Hawthorne representative Chris Parrish, raising a jubilant fist.Â

The comprehensive plan arrived in its current form after countless revisions by the Planning Commission and the Board of Supervisors over the course of the past year.
