BISMARCK North Dakota Attorney General Wayne Stenehjem is advising residents to watch out for an unlicensed contractor suspected of defrauding homeowners in Bismarck, Mandan and surrounding rural areas.
Stephen Webster Hill faces four criminal charges of contracting without a license in Burleigh County, and a judge issued a warrant for his arrest on June 16, Stenehjem said Thursday, July 15.
A court order barred Hill from working as a contractor in 2011. At that time, Hill owed customers more than $19,000 in restitution, Stenehjem said.
