Iraq: Inter-Cluster Coordination Group - Terms of reference – 2020

1. INTRODUCTION
The Terms of Reference (ToR) for the Inter-Cluster Coordination Group (ICCG) in Iraq is a country-specific supplement to the Inter-Agency Standing Committee (IASC) global standard ICCG ToRs of 2015. The ToR was agreed by the ICCG on 13 February 2020 and endorsed by the HC and HCT on 5 April 2020. The ToRs seek to ensure that the humanitarian coordination architecture in Iraq is fit for purpose, enabling clusters and other relevant partners to achieve principled, predictable, timely, effective, concerted and efficient humanitarian action.
2. OBJECTIVES OF THE ICCG
I. Promote a coordinated response to humanitarian operations across sectors to ensure that the humanitarian response is delivered in line with humanitarian principles and international standards, joint strategic planning, priorities and targets through the Humanitarian Programme Cycle;

BACKGROUND
In South Sudan, the cumulative effects of years of conflict, violence and destroyed livelihoods has led to a humanitarian emergency of high proportions. The launch of the National Development Strategy 2018-2021 with the overall objective of consolidating peace and stabilizing the economy echoes the peace optimism including new opportunities “Improved food security and livelihoods, and revitalize the national economy” in the coming years for South Sudan’s women, men and children. The position has two main objectives:
First guaranteeing that the team properly monitor, ensure the quality and follow up the implementation of the WASH projects in Zahle base, having and strategic overview on the department. In addition providing support to the different teams to implement the needed activities in coordination with the other technical and support Departments at base level.
Second, to ensure best practices are capitalized upon and strong lessons learned from the current program, feeding into Action Against Hunger strategy and vision in Lebanon.
