Ex-Minister Seeks Acquittal After State Dithers On Graft Trial

By Mary Taruvinga CORRUPTION accused former health minister Obadiah Moyo has told a Harare court he would now be seeking his removal from remand after prosecutors have been delaying his trial. Moyo has been on remand since his surprise arrest June last year. He faces corruption charges for illegally approving tenders worth US$60 million in the procurement of Covid-19 Personal Protective Equipment. Since his arrest, the former Chitungwiza General Hospital CEO has been frequenting the courts without any meaningful progress to his trial. His matter kept on being postponed for one reason or another. However, when he appeared in court Thursday, Moyo gave notice to challenge further remand if not given trial date.

PRAZ Pushes For Procurement Law Alignment To Constitution

By Alois Vinga THE Procurement Regulatory Authority of Zimbabwe (PRAZ) has kicked off a process aimed at aligning key legislation linked to its operations to the national constitution. The Public Procurement and Disposal of Public Assets Act (PPDPA) came into operation on January 1, 2018 and this piece of legislation governs the manner government buys and sells goods and services in order to serve us the citizens. Addressing the media Wednesday, PRAZ acting chief executive officer, Clever Ruswa said a number of sections within the PPDPA which were inconsistent with the Constitution have been targeted for amendment. “The PPDPA is one of the key deliverables of the Second Republic. It is therefore imperative to align the legislation to the requirements of the Constitution of Zimbabwe based on recommendations borne on gaps identified during the implementation,” he said.

Fresh corruption irregularities rock Zesa

POWER utility, Zimbabwe Electricity Supply Authority (Zesa), has been rocked by a fresh scandal after it emerged that one of its subsidiaries, Zimbabwe Electricity Transmission and Distribution Company (ZETDC), could be losing millions of United States dollars through the manipulation of information technology (IT) billing system by its employees,  The NewsHawks has established. IT fraudsters at Zesa manipulate bills – by reducing or increasing the amounts owing – depending on the request. An ongoing ZETDC audit has found that the IT-driven fraud on the billing system is rampant. A police dragnet has also resulted in the arrest of some employees in connection with the fraudulent activities, police have confirmed. Sources said the corrupt activities has been happening for years and a number of people have been dismissed from work for defrauding the company of revenue through manipulation of the billing system.

Chamisa controlled Harare City Council hit by fresh corruption scandal

THE Harare City Council (HCC) has been hit by a fresh corruption scandal after a tender to supply 10 000 Tyvek Covid-19 protective overalls worth ZW$51 520 000 was awarded without going to tender to a briefcase company, whose owner was blacklisted for similar allegations, an internal audit has revealed. The confidential audit report by City of Harare audit manager Archibald Nyamurova, also revealed that prices for the equipment were heavily inflated, while the city’s procurement and compliance officer and buyer Abel Dzuke allegedly took delivery of a brand new Isuzu KB300 truck as a kickback for facilitating the shady deal. Suspended Harare Town Clerk Hosiah Chisango ordered the audit after learning of the fishy deal in which the shelf company, Eqstra Hardware and Electrical, was cherry-picked to supply the Tyvek coveralls under order number 0105212.
